My short answer to such a short and vague question is-- do a feasibility study first. In other words-- if you build it, will they come? ;)

perhaps i can share with you my own experience. i set-up a pre-school in 1995. it started as a pre-school offering Toddlers (for 2-3 y.o), Nursery( for 3-4 y.o)with only 6 students. the next year, i added Kinder (4-5) and Prep (5-6)
and now, we have had our 3rd commencement exercises. the school now has a complete pre-school and grade school with almost 150 pupils.
Anyway,when i set it up, i first went to look for a consultant (who was handling pre-school major in a university) and ask her assistance in how an ideal (even above standard) pre-school should be. She gave me a list of things to buy (toys, books, tables, chairs.. etc...), how the classrooms should be done (the color, the size, etc...), the design of the program and even gave me her best students to be the teachers in the school. i just told her how i wanted the school to be like: i want to include swimming lessons in every level for thei PE, computer lessons starting at 3 y.o and air-conditioned classrooms and to produce children with well-rounded personality (like me? LOL)
then, i went to the DECS regional office and got the list of things needed for the permit.
had a portion of an old building rennovated and bought things.. sent individual letters to prospective clients and call them too.
it was hard at first but later everything fell into the right places. hired a full-time principal, and we have 10 full time teachers too now and a 8 air-conditioned classrooms, 1 air-con library, HELE room in a newly constructed campus. im so proud of what i did. its a dream come true, not only for me but specially for my kids (who are my primiry proponents to this project)
