NAtional Scientist, last 2006 yata huling awardee nila..Dr. Lourdes Cruz yata yun...

'Shameless' selection of nat'l artists
From Newsbreak (http://newsbreak.com.ph/index.php?option=com_content&task=view&id=6501)
Where’s delicadeza in conferring the most prestigious cultural award on the same person who advises the President on the matter?
Malacañang on Wednesday announced the names of 7 individuals to be conferred the Pambansang Alagad ng Sining awards this year. And the list confirmed the worst fears that many artists had entertained these past weeks—that Cecille Guidote-Alvarez would be among the awardees.
Actually, they also feared that President Arroyo would do dagdag-bawas on the list of awardees that the Council of Experts submitted. That, Gng. Gloria also did. She inserted not just 1 name but 4.
But back to Alvarez. About two weeks ago, concerned artists gave Newsbreak the info that Alvarez “got [President] GMA to name her National Artist” for theater. Our sources have a common reaction to Alvarez's "selection" (and the insertion of 2 more names): "Shameless."
Why shameless?
So far, nobody has questioned Alvarez’s credentials (although I’m very sure somebody will in the next few days or weeks). The immediate issue obviously is of delicadeza.
The National Artist Award is the most prestigious in the arts and culture sector. It is conferred by no less than the President on individuals who are chosen in a rigorous, 2-phase selection process where their peers—prominent and accomplished artists themselves—vote.
The award is jointly administered by the National Commission for Culture and the Arts (NCCA) and the Cultural Center of the Philippines. The two agencies oversee the selection process and transmit the shortlist to the President. The President then issues an executive order conferring the award on each of the artists on the short list.
Alvarez is the executive director of the NCCA. She is also the presidential adviser on culture. That places her in a position of conflict of interest—she runs the awards secretariat, and she advises the Lady in Malacañang on matters that concern the sector for which the award is intended.
Last May, Newsbreak wrote an Inside Track revealing the names of 4 artists that made it to the short list of this year’s awards. (Read the story here.) The insiders gave us the list hoping that its publication would deter President Arroyo from inserting names not chosen by the Council of Experts.
From that list in May, 3 names were announced by the Palace on Wednesday: Manuel Conde for cinema, Federico Aguilar Alcuaz for visual arts, and Lazaro Franciso for literature.
Why was Ramon Santos (for music), the choice of his peers, dropped from the list?
The 4 others that Malacañang named were Francisco “Bobby” Mañoza for architecture, Jose “Pitoy” Moreno for fashion design, Magno Jose Carlo Caparas for visual arts and film (which makes us wonder how it is different from the “cinema” category where Conde is being recognized), and Alvarez.
President Arroyo has exercised her “prerogative” to alter the list of National Artists thrice before to accommodate political allies like Alejandro Roces, Francisco “Soc” Rodrigo, and Abdulmari Imao—despite protests from the artists who would have wanted the credibility and relevance of the awards preserved. Did these well-meaning artists actually expect her to heed their calls now?

Seven new national artists named
http://i402.photobucket.com/albums/pp106/fortherecord001/sfnew.jpg
MANILA, Philippines - President Arroyo has named the country’s National Artists for 2009 that included noted fashion designer Jose “Pitoy” Moreno, and comic book artist and director Carlo J. Caparas, Malacañang announced yesterday.
Named to the Order of National Artist were Manuel Urbano, a.k.a. Manuel Conde, for the Film and Broadcast Category (posthumous); Lazaro Francisco for Literature (posthumous); Federico Aguilar-Alcuaz for Visual Arts, Painting, Sculpture and Mixed Media; Cecilia Guidote-Alvarez for Theater; Francisco “Bobby” Mañosa for Architecture; Caparas for Visual Arts and Film; and Moreno for Fashion Design.
Mrs. Arroyo signed a proclamation for each, declaring them as national artists.
The title is given to a Filipino who has made significant contributions to the development of Philippine arts, namely, Music, Dance, Theater, Visual Arts, Literature, Film, Broadcast Arts, Fashion Design and Architecture, and Allied Arts.
Members of the Order are given stipends and other benefits, including grants for artistic projects.
The search is conducted by the National Commission for Culture and the Arts and the Cultural Center of the Philippines. The NCCA and CCP submit a list of recommendees to the Office of the President for signing.
Conde, born on Oct. 9, 1915, was a Filipino actor, director and producer. He made his first film, Mahiwagang Biyolin in 1935, and later got contract with LVN Pictures, where he made scores of films, both as an actor and director. He died on Aug. 11, 1985.
Francisco was born on Feb. 22, 1898 in Orani, Bataan. He was known and cited for his various novels, including Singsing na Pangkasal, Bayang Nagpatiwakal, Sa Paanan ng Krus, Ilaw sa Hilaga, Binhi at Bunga, Cesar, Sugat ng Alaala, Ama, and Maganda Pa Ang Daigdig. Most of his novels were published in the Liwayway magazine.
According to his website, Alcuaz was born on June 6, 1932 in Manila and the sixth of 11 children. Among his professors at the University of the Philippines where he took up Fine Arts were National Artist Fernando Amorsolo (painting) and National Artist Guillermo Tolentino (sculpture) as well as other pillars of Philippine art, such as Toribio Herrera, Ireneo Miranda and Constancio Bernardo.
“Alcuaz’s works are included in the collection of some 20 museums and major cultural institutions in the world today including the Museum of Contemporary Art in Barcelona, the Museum of Contemporary Art in Madrid, the Gulvenkian Foundation Museum of London, the Museum of Modern Art of Warsaw, the Museum of Modern Art of Krakow, and the Philips Cultural Museum of the Netherlands,” the website said.
“In his 55 year career Federico Aguilar Alcuaz has exhibited in leading galleries in Spain, the Philippines, Portugal, Poland, the United States and Germany,” it said.
In the September 2007 Sotheby’s auction in Singapore and, most recently, at the Christie’s auction in Hong Kong on Nov. 25, 2007, Alcuaz’s “Tres Marias” sold at HK$ 271,000 or P1.49 million or nine times above the minimum estimate, while “Still Life with Landscape” sold at HK$ 112,500 or P618,750, which is five times its minimum estimate.
Alvarez was born in Nov. 13, 1943 and is currently executive director of the NCCA. She founded the Philippine Educational Theater Association (PETA), a pioneering theater group.
She was high school valedictorian at the St. Theresa’s College in Quezon City. She graduated AB-BSE - summa cum laude at St. Paul’s College in 1962 and was included in the first select group of Ten Outstanding Students. She holds a Master of Arts degree in Theater and took special Communications Arts Studies in the State University of New York in Albany, on a Fulbright-Hays and John D. Rockefeller III Fund Scholarship at the Dallas Theatre Center. She then proceeded to Trinity College in Texas where she finished an M.A. with honors.
To date, Alvarez is the youngest Ramon Magsaysay awardee. She is married to former senator Heherson Alvarez, who is currently presidential adviser for global warming and climate change.
Mañosa is founder of the architectural firm Francisco Mañosa & Partners.
According to the firm’s website, Mañosa “has championed the cause of ‘Philippine Architecture for Filipinos,’ bringing local architecture to new heights, both nationally and internationally.”
Caparas, born Magno Jose J. Caparas, is a director, producer, writer and a comics strip artist who created Filipino superhero characters such as Panday, Bakekang, Pieta and Totoy Bato.
Mrs. Arroyo recently awarded Caparas the Presidential Medal of Merit for his contributions to Philippine culture.
Moreno, on the other hand, is an internationally-renowned fashion designer dubbed as “The Fashion Czar Of Asia.” Because of his designs, the international fashion world was introduced to luxurious Philippine fibers like “jusi”

CCP: Malacañang bypassed rules of the selection process for National Artists
Mark Angelo Ching
Tuesday, August 4, 2009
08:29 PM
The Cultural Center of the Philippines (CCP) has deplored Malacañang's appointment of four National Artists which bypassed the "established process" in the selection of the awardees.
In a press conference today, August 4, at the CCP Complex in Pasay City, CCP Chairman Emily Abrera said they were saddened when President Gloria Macapagal-Arroyo chose to add four other artists to their list of nominees without consultation. One of their original choices had also been removed.
On July 29, Executive Secretary Eduardo Ermita announced that the President had named seven new National Artists: Carlo J. Caparas, Pitoy Moreno, Cecille Guidote-Alvarez, Francisco Mañosa, Lazaro Francisco, Manuel Conde, and Federico Aguilar Alcuaz.
Of these seven, only Francisco, Conde and Alcuaz were original choices. Ramon Santos, a world-renowned Filipino composer, had been dropped from the list.
"We wish to clarify that we were never consulted about these final choices, nor have we been officially informed about them, to this day," Abrera said.
This lack of official pronouncement from the President is the reason why the CCP still has not decided yet on the date and the venue of the awards ceremony.
HISTORY. The National Artist Award was established on April 27, 1972 through Proclamation No. 1001 signed by former President Ferdinand Marcos. It aims to recognize Filipino artists who have made "distinct contributions" to Philippine arts and letters.
CCP was given the responsibility of administering the award in 1973, but was later commissioned to share its duties with the newly-established National Commission for Culture and the Arts (NCCA) in 1992.
Although the two government agencies work for a long time researching and deliberating on nominated artists before coming up with their final picks, the President has the prerogative to add his/her own awardees.
Among the criteria to be considered in the nomination of national artists are: Filipino citizenship, artistic influence, prestige, an outstanding body of work and a contribution to the country's "sense of nationhood."
Meanwhile, Executive Order no. 236, which Pres. Arroyo signed in 2003, provided National Artists with a cash award of up to 100,000 pesos at the time of conferment, a monthly life pension, medical and hospitalization benefits, a life insurance coverage, and arrangements for a state funeral.
STRONG BACKLASH. The gravity of the National Artist distinction, therefore, have allowed critics to strongly disparage two of the Malacañang's picks, namely Guidote-Alvarez and Caparas.
In the CCP press con, Abrera questioned Guidote-Alvarez's citation, pointing out that the rules specifically state that any member of the Board of Selections in both the NCCA and the CCP are automatically disqualified. Guidote-Alvarez currently sits as the head of the NCCA and a presidential adviser on culture and the arts.
Meanwhile, comic book artist Gerry Alanguilan commented in the online lifestyle magazine Spot.ph that Caparas could not be cited for the National Artist for visual arts and film because the writer-producer did not draw his most popular works.
"The puzzling thing is, CJC is NOT an illustrator. He has never drawn any of this comic book stories, least of all his most popular creations. Panday and Pieta were drawn by Steve Gan. Bakekang was drawn by Mar Santana. How can someone who is NOT a visual artist get the National Artist title for visual arts?" Alanguilan argued.
NATIONAL ARTISTS REACT. Meanwhile, National Artist for Literature F. Sionil Jose, who was also present in the CCP presscon, shared his doubts on Caparas' moviemaking skills.
"This I can tell you, there is no movie of Carlo Caparas that I have watched in entirety, I always walk out," Jose told the press.
National Artist for theater and design Salvador Bernal, on the other hand, said he was "aghast" when he learned that four artists who have not passed the screening will be conferred the award.
"Personally, I have been through the process, and I would like to say that the process for the selection of our National Artists has been rather rigorous, practically nominees passing through the eye of the needle," he said.
National Artist for literature Bienvenido Lumbera, on the other hand, said the Malacañang announcement has "produced a scandal."
"What makes this even more outrageous is that Ramon Santos, who received a good number of votes in the panel selection, was dropped from the list. The basis for him being scrapped, one doesn't know," Lumbera lamented.
A CCP official, who asked not to be named, told PEP (Philippine Entertainment Portal) that Santos actually won the most number of votes during the selection process. Santos still has not spoken about the whole brouhaha up to this day.
REFORMS. CCP President Nestor Jardin believes that the scandal would have been avoided if only the law would specifically state the limits of the presidential prerogative. The current law, he added, is open to lobbying.
"I think a new law should be created to strengthen the National Artist award. A law that would perhaps avoid politicizing. A law that would probably include measures that would safeguard integrity of the award," he explained.
On the other hand, Atty. Lorna Kapunan, a member of the CCP Board of Trustees, claims that the President does not have the right to insert her own choices into the National Artists selection. She explained that a provision in the selection rules limits the presidential power to "confirmation, proclamation and conferral" only.
"The president has no prerogative as regards to National Artists award... She can create as many awards given by the President herself, but that is not the nature of the National Artist Award," she argued.
Kapunan also proposed that the whole case be brought to the Supreme Court.
"As some politician has said, that if you are being baked, you just lie down, grin and bare it... The time to do that has ended, we will go to the Supreme Court to question this exercise of 'prerogative,'" Kapunan said.
PROTEST ACTION. A group of National Artists, meanwhile, will mount a protest action on Friday, August 7, to "mourn the death of the National Artist awards."
An invitation circulating on the Internet reads: "Iniimbitahan kayo ng mga National Artists na sina Ben Cabrera, Bien Lumbera, Rio Alma, F. Sionil Jose, Arturo Luz, Salvador Bernal na makilahok sa isang luksang bayan para sa pagpanaw ng makabuluhang National Artist awards. Pakiusap, panluksang pananamit."

I really want to cuss Gloria now. She had just stained the Order of National Artists. It's a good thing that the Supreme Court intervened.

Don't you know that plant is the future? Tsktsk.
He could have meant ill. But i'd like to take it with a grain of salt.
I'd like to think that no pun was intended.
Or it was just an observation, albeit with a little jest.
Jest or without jest, i think sir pedropinduko, di naman siya dapat kaasaran. It's fun to look at some stuff with a little satire at times.
On another note, the philippines is an agricultural country. so it would make sense if most of our national scientists are plant breeders. Basta ba me "itataray" sila sa mga US scientists (of course guys from the LB would shout, OO NAMAN!! To which i would reply, cool lang guys. i have a lot of friends there. wag naman masyadong dark and dreary ang mood. Smile. And take things on a light perspective)
You don't really see scientists bickering to the point of "madmen running amuck". You will never believe how cool it is to hang out with them, or waste bottles of Grand Ma or Superdry with them...

Siya din ang unang Asian (yes, asian) principal conductor of the World Youth Choir. San ka pa?
He is not just an authority in the field of choral music sa Pilipinas, kundi sa buong mundo.
At higit sa lahat, he has an unquenchable passion for music.
