bakit sinasara ang zamora bridge?

There is this bridge/flyover constructed that connects Sta. Mesa and Quirino Highway. That way, motorists wouldn't go the old route where they pass the chaotic Magsaysay and Nagtahan.

Now, during nighttime, this darn bridge is blocked for reasons beyond me.

Could somebody explain why one would block a national short cut? From what I heard, it's because of political reasons because the refineries of some oil companies are located there.

But... I don't but their story...
