Well, let's take a look at some of the most important factors in considering the academic performance of a particular university.
1. MS/MS/PhD/Other Doctoral Degrees/Post Doc holders
2. Volume/Number of Researches being published in international referreed publication
3. No. of Center of Excellence/Development
4. Book Volume
5. Faculty:Student Ratio
6. Courses offered (diploma/BA/BS/MA/MS/PhD etc)
I don't have details so I hope somebody can provide some.

You should be able to compile your findings and publish an authoritative report. I hope you try selling it, because you could make a lot of money.

not even CHED and accreditation bodies here in the Philippines such as PACUCOA, PAASCU and AACSCU have a report as rigid as you were asking..
i think QS has somewhat similar criteria in rating and ranking universities all over the world.

Who would buy such a book? It's not the prestige of the school or even average performance of its graduates that count. It's the individual employee--can he or she do the job? Is his or her output "world-class" quality (important question for BPO industries)? Can he or she be promoted to a leadership position? Will his or her productivity and output quality increase or decrease with time? Those are the core questions.

Yes, no.7 would be nobel winners.... sana.
No wonder why professionals who graduated from universities with high rankings based on these criteria are the ones who are leading the country/industry/businesses/academe na rin today.
Professionals who are alumni of a dept. considered as a center of excellence, trained by the best professors with wide experties, and had engaged in numerous graduate/undergrad research activities, plus extra-curricular activities, are the most creative, resourceful, competitive, innovative, trainable and dependable people and leaders in the industry. At least they are expected to be. And so far, expectations have been met for most alumni of the country's top universities.
Now, based on these criteria, maaari bang ma-gauge ang galing ng universities sa RP? Maaari ba silang mai-rank?
Mahirap humanap ng data tungkol dito. For one, UP is not sending data to THES and other institutions at least for the last 3 years. Di na rin nila ito ipunagyayabang sa net or kung saan man. Sana may mabait na administrator jan na mag-post ng data.

That's not how universities should be ranked, in my opinion. You can rank universities using these 6 major components:
20% - Academic Prestige (opinions of university presidents, high school principals and employers)
20% - Contributions of universities to society (research output, quality of research)
20% - Faculty Resources
(Faculty to student ratio, number of full-time faculty with postgrad qualification, salary of faculty adjusted to their region)
20% - University Facilities
10% - Student Quality (Selectivity Ranks based on quality of student admitted and enrolled, high school achievement ranks, awards, etc)
10% - Quality of Graduate and Graduate Destinations (alumni success rate, salary of graduates, employment rates after graduation, alumni giving rate, etc)

academic prestige is very bias i think. Lalo na kung ang kukunan ng opinions e related sa 1 university, baka magiging kaduda-duda ang results.
Facilities may be considered, pero there are universities na kahit walang budget to acquire the most modern facilities/equipment e nakakapag-produce ng magagandang research outputs. Kaya siguro merong tinatawag na center of excellence at center of development as a measure of facilities and research outputs plus faculty competency combined.
Salaries... this is something so unprofessional to be disclosed, kahit saang companies. Hiring rate, pana-panahon kase e. Saka laging nasa newspapers... "preferrably from top 3 universities" so bias kaagad. Pero papasok ang importance ng board exam dito kase mas madalas... "preferrably licensed".
Saka to be fair for non science/technology courses, a measure will be the capability to produce "magnificent" work of arts --- either music, literature, fine arts, etc. There's an issue in UP kase na for every successful researches na mapa-publish in an international referreed publication at mako-commercialize, may additional incentives ang scientist/developer. So pano nga naman yung mga nasa Arts, wala namang international referreed publication sa fields nila. I am not sure kung paano na na-resolve ito.

That's not how universities should be ranked, in my opinion. You can rank universities using these 6 major components:

The parameters are biased and very subjective. I think the first set of parameters is appropriate and more objective.

Only 20% of the criteria are subjective, so I guess that’s just fine. The thing is you can't measure school quality with 100% objectivity. Take a close look at your number 1, for example. “1. MS/MS/PhD/Other Doctoral Degrees/Post Doc holders” How would you draw a conclusion that a school with 95% PhD in the Faculty roaster is better than a school with only 94% PhD?
Remember that teaching is an art. How would you rate teaching then if not by opinions? And opinions are entirely subjective.
Your number 2 -- Volume/Number of Researches being published in international referreed publication – does not say anything to undergraduate teaching either. Why would an undergrad student care about this when this has nothing or only very little bearing to his education? In reality, undergrad students don’t do research works as much as postgrad students do.
4. Book Volume – could be reliable, but it is not telling. Quality of book collections is more important than quantity of book collections. And since we’re now in a tech world, everyone is doing research through internet. Yet computer labs or access to computers with link to the world wide wed isn’t in your criteria. So I thought Book Collection alone seems very limited in scope.

i agree that the prestige/opinion should not be a basis for qualifying a school to be best/better/good.. we should be more objective and we should also think on a bigger scale.. producing a number of ms/phd degree holders and research output in the country will definitely boost up economy, attract investors and the chain goes on... sadly, the country is lagging behind our neighboring countries like singapore, thailand in these area(research/ms/phd holders).. i want to share this article published last year regarding the status of r&d in the philippines..
"After only 3 years with research incentives, output was up 2-3 times. International publications of UP increased from 26 to 40 percent of the national total in 1999-2002. By contrast, the combined publication output of La Salle, Ateneo, UST, and San Carlos during the same period increased from 7.8 to 8 percent only of the national total, which was 478 in 2002

^the article is not meant to bash anyone but to state the reality of our r&d.. so other schools should catch up and dont let UP take all the glory (in r&d).. the country needs more scientists/reserachers/ms/phds.. our schools shoud also contribute and be part of our country's development...

In reality talaga, only the top3 "famous" university (not best para walng gulo) are somwhat actively pursuing an R&D-oriented curriculum sa mga science/engg courses nila. R&D (not just plain research) should be introduced as early as the undergraduate years since dito mate-test ang capability at interest ng student to pursue a career in research and dev't in the future.
Ang nangyayari, some schools tend to focus on just on getting 100%passing sa board exam (by just teaching theories that will come out in the board exam) and preparing their students to work abroad since our economy "daw" is purely dependent on remittances. Problema din kase sa RP ang sukatan ng tagumpay ay kung makakapag-abroad ka hindi. This is pathetic, though admittedly, the OFW's are the saviour of our economy today.
Multinational companies tend to make their R&D decentralize to align themselves in the growing global need of their products. Kaya they are outsourcing, in many ways, their R&D. This is something the Philippines should take advantage. Hindi puro India lang ang nac-consider as an R&D outsourcing country sa mundo. I guess by starting to embrace R&D outsourcing industry (parang call center industry), many Filipinos will understand the true meaning and importance of R&D.
if we have the knowledge, training and capability to do r&d, it won't be impossible that one day, the best research outputs in the world will be coming from the Philippines (sana mangyari ito) at magkaroon tayo ng malalaking industriyang magsu-supply sa atin ng kayamanan (more than the native coconut oil industry of which the Phils is known for).

Although the Philippines has one of the largest concentrations of colleges and universities in Southeast Asia, these are primarily teaching institutions and generally engage in research as a secondary activity. I dont think it's correct. It should've been Teacher Education.
I'm saying this because as far as I know there is no IT as an undergrad course. Aside from that, comsci has been written as a COE.

have a ques, im finishing my MBA here in state. im wondering whats the usual requirements to get into the PhD, maybe in stats or econ or socio, over there in pnas. Also, would the U.S look at this as regular doctorate degree when i go back here. thanks
