Philippine X-Games Site

My sister's thesis is about putting up an X-Games Site here in the Philippines. We just came back from Phuket, Thailand to see the X-Games Site there. We decided to look for a place here in PI that is almost the same as that in Phuket. Here's the criteria: should be near the beach, have ample shoreline space for the Stadium, a mountain near the area is a plus (mountain biking possible) and accessible to international airports and main roads (read: easy to get there!). We are not so familiar of the places here in PI. Also, Subic is on loan to a 10-year Facility Improvement whatever, so its out of the list.

Very few places in Luzon pack that kind of a combination aside from Subic. My suggestion would be to locate in Cebu, which also has an international airport.
