Would you know any institution who offers scholarship grants to other countries? I really wanted to experience studying outside and learn other cultures. :(

The very competitive Fulbright Study Program is one. But then, in order to be admitted to a US university of your choice, you must receive very high scores in the TOEFL and the GRE/GMAT. Of course, your academic grades count a lot.

kung gusto mong mag-inquire about studying sa isteyts, punta ka sa www.paef.org.ph (down siya ngayon when i checked. balikan mo na lang). PAEF stands for Philippine American Educational Foundation. Dun sila sa Ayala Life-FGU sa Ayala. They offer free consultations, and entertain any concerns you might have, like scholarships, funding, choosing a university, taking exams, etc etc.
for other countries, tignan mo sa mga webpages ng embassies nila dito sa pilipinas. minsan may link sila regarding studying in their countries. *okay*

Foreign education (that is getting a degree, not a certificate from a crash course or a distance learning program) offers a lot of opportunities. Aside from experiencing world-class education (Nobel Prize and Pulitzer Prize mentors, etc.) and using the most modern facilities and fully-stocked libraries, your experience will surely help in your growth as a person. You'll also be meeting persons of different ethnic backgrounds. Without exagerration, I somehow became "Americanized" only on my first week. But then, Americans are, in general, nice people. While I do not support the Bush government, that does not mean that I despise the American people. Contrary to what many people think that they are racists, I never felt being discriminated against.
