moisturizer advice (different climates)

I like my skin when I'm in Manila with whatever moisturizer I use before applying powder. The hot weather probably makes my skin look dewy.

But I've been going abroad for the past year to colder climates, and it makes my skin look too matte and dry despite using moisturizer before makeup. Should I change to a stronger moisturizer? Or is this actually dependent on my skin and the weather more than the moisturizer I use?

Try The One From Body Shop, They For Day Time And Night Time Use...right Now, Im Using The One From Clinique, The Big Yellow One..since I Got Here In The States, I've Really Had A Good Skin With The Help Of It.
