is there a way for a mod to find out if there are multiple handles being used by one person in a forum?

A mod can tell if two or more usernames are posting from the same IP address. That could point to forum clones, but it it is not foolproof. My wife and I, for example, are both PExers. We use the same internet connection to post, so we will have the same IP address. But we are two distinct people.

What if they dont have the same IP? Some IP are dynamic. And does a forum have a sort of history of IP's a user has logged with that a forum that a mod can check? I thought mods have relatively limited access to database, etc and only a forum owner can do that. Someone is bugging me.

Multiple computers connected behind a broadband router (e.g. internet cafe) will all carry the same IP address.

True. But there's so many icafe here in the Phils so its easy to go from one to the other. If there was a database history of IP's then it would be easier to track down I guess.
