Information regarding Graduated Studies in UP

I am a graduate of an Engineering course and I am planning to take up Graduate Studies at the University of Philippines, specifically to obtain a Diploma in Industrial Engineering. Can anybody please tell me the procedures as to how to go about it?

Several things:

I have taken the UPCAT before but I failed it so I graduated from another University. Do I still have to take an exam, probably different from UPCAT?
What are the requirements do I need to have?
Lastly, how long should it take for me to complete the course to get a diploma in Industrial Engineering?

the procedures, schedule of enrollment, and requirements are posted at the ground floor of melchor hall (college of engg). you can visit it and go to the specific college (IE i think is in the ground floor too) to get more specific details.
