are you going to burn it into a vcd format? or you just want to convert it to a .dat file?

TMPGEnc will help convert that AVI to MPG .. .DAT file is the file extension that can be seen in VCDs .. .DAT file can be viewed using Windows Media Player or any program that you're using to view/watch VCDs or any video format ..
when you convert AVI to MPG, TMPGEnc will do that for you .. tapos when you burn it (MPG) to VCD (via Nero or any burning program), that MPG will automatically be converted to DAT format .. :)

^^ This is right... i'm using that program too. .DAT is actually a .MPG file with the following specifications:
- 352 x 240 resolution
- 29.97 fps
- MPEG-1 Layer 1 for video
- MPEG-1 Layer 2 for audio
