Galera. White Beach (pinakalaspag na nga urban rats). Yung Sabang Island, sariwa pa.

Im an absolute sun worshipper and I always, ALWAYS go to secluded beach haunts whenever im back in the Phils.
Within the Phils, Malapascua Island and Bantayan Island offer cheap beach thrills. The primary cost you will incur is your plane ticket to Cebu, beachfront villas can be hefty if you're going by yourself though (Expect to pay P1000K+ a night in high season for a villa big enough to house 4-6 PAX).
Apo Island in Dumaguete is a great intro to Diving and snorkelling, and they certainly have one of the cheapest dive/snorkel instructing courses around. Apo Island is littered with corals and hundreds of species of marine fauna.

Try going to ILOCOS :) they have a lot of great beaches there!

I loved Pagudpud - but stay away from the resorts. Go to the secluded beaches further down the road. The "amenities" (limited to a small hut ... at makikiligo ka nalang sa mga bahay-bahay) are cheaper ...

... best of all, kaunti lamang ang mga tao!!!

one of the best beach ive been to.
this is a very isolated place. no resorts only one house along the shore. a 3-4 hour trek (but worth it).
