"The server has reached maximum capacity now, please check back later." Annoying?

one time, i typed a kilometric long post on a thread. when i entered it, "The server has reached maximum capacity now, please check back later" came out.

i tried it several times, but it was hopeless. it was a waste of time and ideas.

what is happening to PEx. its service was good before. but now, it has deteriorated.
